Modular refineries: a practical route to local refining

A modular refinery is built from prefabricated process units that are manufactured off site and assembled where the plant will operate. The approach is aimed at smaller markets that cannot justify a conventional, large-scale refinery.

Why the model is attractive

  • Construction is generally faster because much of the work is done in a factory.
  • The capital cost is lower than for a large refinery.
  • Capacity can be added in stages as demand grows.

What needs to be considered

Smaller units usually produce a narrower range of products than a complex refinery, so the product mix has to be matched to what the local market actually uses. Feedstock supply, offtake arrangements and logistics for crude in and product out all need to be secured before construction starts.

Why partnerships matter

A refinery is a long-term asset with national importance. Projects of this kind work best when governments, investors and experienced trading partners are involved from the start, and when the plant is tied to a reliable crude supply and a clear route to market.

Where it fits for Sabi

Our priority today is trading and reliable supply. Over the longer term, we plan to work with governments in the region on modular refineries, as part of building energy infrastructure alongside our trading activity.
